The state’s ability to extract resources per capita, combined with conscription systems and logistical sophistication, proved decisive.

The Enforcement Revolution

Napoleon’s introduction of the gendarmerie—mounted soldiers dispatched to villages to enforce central government laws—marked a critical transformation. Before this innovation, state power concentrated in cities where armies could be stationed and fed. In earlier centuries, if you lived in the countryside, the only state employees you might encounter were tax collectors and army recruiters—and they required military escort. A lone tax collector demanding too much could simply disappear, and identifying the responsible village would be nearly impossible.

Modern Enforcement Infrastructure

The combination of telephones, automobiles, and professional police forces extended state reach into previously ungovernable spaces. Any bureaucrat or inspector can now travel virtually anywhere and summon enforcement if met with resistance.

This technological-organizational synthesis, rather than military technology favoring elites, explains bureaucratic expansion.

Ideological Constraints

Classical liberalism historically limited state growth, while other ideologies may favor expansion. However, ideology alone cannot determine outcomes without corresponding resource capacity. The interplay between ideology and capacity shapes actual outcomes.


2. Technology and Political Systems

The discussion challenged naive technological determinism—particularly the 1990s assumption that the internet would automatically spread liberal democratic values globally.

The Naive Liberal View Revisited

In the 1990s, a common assumption held that the spread of internet technology would automatically lead to the expansion of liberal democratic values worldwide. Information wants to be free, the thinking went, and authoritarian regimes would inevitably crumble before the liberating power of networked communication.

This view has been subjected to significant criticism and revision.

Key Observations

Political Ambivalence of Technology: Technologies are politically ambivalent—the same tools enabling democratic participation can enable surveillance and social control. There is no inherent political direction embedded in technology itself.

Authoritarian Applications: China’s deployment of facial recognition, social credit systems, and digital monitoring demonstrates technology reinforcing illiberal governance. The same technologies that enable citizen journalism and protest coordination can enable comprehensive population surveillance.

Bureaucratic Contingency: The bureaucratic class’s position is more contingent than some theorists suggest; new technologies could strengthen or weaken their influence depending on how they are deployed and who controls them.

Fragmented Institutions: Bureaucratic institutions are not monolithic—different agencies pursue different incentives, creating internal fragmentation rather than unified direction. The idea of a coherent “bureaucratic class” pushing in one direction oversimplifies institutional reality.


3. AI Alignment: The Problem of Human Misalignment

A significant portion of the discussion addressed AI alignment, revealing a fundamental paradox: humans themselves are not aligned. This creates foundational difficulties for technical alignment work.

The Fundamental Paradox

The starting point issue for the alignment problem is that humans hold completely different ethical systems and completely different belief systems. If the target of alignment is “human values,” but humans disagree fundamentally about values, what exactly should AI systems be aligned to?

The field remains small enough that individual actors with particular visions can significantly influence its direction. Someone who is “particularly driven about seeing alignment in a particular way” can make substantial changes simply because they’re one of the few people working on the problem.

Current alignment approaches inevitably reflect the values of practitioners rather than any universal standard.

Unlike traditional computing where 2+2 must equal 4 (and getting 5 indicates a broken machine), AI systems involve probabilistic outputs. This introduces unpredictability requiring new approaches to ensure useful behavior.

A key concern: systems may technically achieve specified goals while employing methods humans would reject. The machine achieves its goals but achieves them “in unacceptable ways.”

The Neglect of Second-Order Effects

Most public discussion focuses on direct, first-order effects: “we’re going to lose jobs” or “this is going to happen.” There’s comparatively little focus on second-order effects involving political institutions, regime changes, and impacts on liberal democracies.

Economic Second-Order Thinking

Mass unemployment predictions often ignore economic feedback loops. Consider a scenario where AI displaces 90% of workers:

  • Labor prices would collapse due to massive unemployment
  • Purchasing power would be destroyed since people wouldn’t earn income
  • Companies would be forced to lower prices
  • Those who initially profited from cost-cutting would face compressed margins

The endpoint might be similar living standards with cheaper goods—not apocalyptic collapse.

Historical Precedent for Hype Cycles

Robotic process automation (RPA) generated similar predictions around 2018-2019: “everybody will have to go to universal basic income, everybody will be unemployed.” Yet transformative disruption failed to materialize.

Quantum computing’s long-promised revolution remains unfulfilled decades later. The pattern of overpromising and underdelivering is consistent.

State Capacity vs. Technological Change

A key question emerged: will AI development outpace regulatory and state control capacity? If you assume technology will outpace state control, you can build speculative scenarios of dramatic change. But this assumption itself is “highly speculative.”

The Henry Ford Parallel

There are other groups which have power and resources—army, police, judges, various bureaucracies—they won’t simply accept to surrender and give power to tech entrepreneurs.


5. Accelerationism and the “Machine God”

The session examined Nick Land’s accelerationist philosophy and subsequent elaborations, provoking substantial debate about the coherence and appeal of these ideas.

The Capitalist Replicator Thesis

This view frames capitalism and artificial intelligence as expressions of the same evolutionary force—an “unhuman” optimization process indifferent to human values, pursuing “number go up” logic regardless of consequences.

The discussion characterized this as “a meditation on accelerationism and these ideologies… pushing the machine God into being as soon as possible regardless of any consequences for us puny humans.”

Three Proposed Responses

The framework presents three possible reactions to this alleged force:

  1. Embrace: Accept the inhumanity of a scenario where humans will be replaced by AI or mechanisms that push optimization logic “to the nth power”
  2. Resist: Fight against it, though resistance is deemed essentially futile
  3. Negotiate: Try to compromise, though this seems incoherent given the framework’s premises

The Puzzle of Accelerationist Motivation

Participants struggled to understand why anyone would actively work toward a future that destroys everything humans value. If accelerationism promised transhumanist immortality or melding with machines, there would be some comprehensible self-interest. But pure accelerationism—actively working toward outcomes that benefit nothing humans care about—“feels weird, like people trying to bring about hell and having no problem with that.”

Counter-Argument from Incentives

A dissenting view questioned the entire framework. Trends persisting across centuries must serve individual interests—people continue behaviors that benefit them. Economic improvement doesn’t require mystical forces. Individuals naturally seek better lives through increased production and exchange, or alternatively, work less for more leisure. This is “basic incentive coming from reality itself.”


6. John Boyd and Strategic Thinking

The session’s final major topic was John Boyd’s strategic framework, presented as essential thinking for survival in competitive environments. One participant described Boyd as “the greatest thinker of strategy in the last century.”

Origins in the Korean War

American fighters achieved 10:1 kill ratios against technologically superior Soviet aircraft. This wasn’t supposed to happen—Russian technology was superior.

Boyd’s explanation: American cockpit design featured larger glass canopies, enabling pilots to observe and orient faster than opponents. The physical ability to see more of the environment translated into faster decision cycles.

The OODA Framework

OODA stands for Observe, Orient, Decide, Act—though it’s not a simple sequential loop. Feedback flows between all stages simultaneously. The key insight: faster cycling through this process creates decisive advantage.

Tempo as Weapon

When your feedback loop operates faster than competitors’, your actions create confusion. By the time opponents react to your first move, you’re already executing your third plan. Their responses address past actions, not current reality—inducing systemic collapse.

Organizational Implications

Multi-Level Loops: Learning organizations require OODA loops at all levels—from strategic command down to individual sergeants.

The Danger of Predictability: Top-down methodical approaches achieve strategic surprise but become predictable at lower levels. “Your playbook becomes your enemy because you do the same thing every time.”

Doctrine and Implicit Coordination: The military achieves fast loops through doctrine—shared thinking that eliminates need for explicit coordination. In business and households, role clarity serves the same function.

Trust as Foundation: Any attack on trust between members of an organization is “putting acid on the organization”—attempting to dissolve it. “If you see somebody trying to do that to your marriage, you’re being attacked in a very real sense.”

Boyd’s Definition of Strategy

“The goal of strategy is to survive on your own terms.”

This means living according to your own rules rather than externally imposed ones, recognizing that limited resources sometimes require fighting for them.

Innovation Formula

Boyd proposed that innovation comes from taking concepts from multiple domains, breaking them into components, and recombining them into something new. This creates surprise—competitors facing genuinely novel approaches require extended time to formulate responses.

The cannon example illustrated how identical technology produces different outcomes across contexts:

  • Chinese walls constructed with dirt absorbed cannonballs, rendering the technology useless
  • European stone walls shattered, making cannons revolutionary
  • Eventually Europeans adopted earthwork fortifications, but by then cannon technology had evolved and become institutionally embedded

Technologies must prove useful within specific contexts to survive.


9. The Culture of Progress

The Industrial Revolution’s success required more than economic rationality. Early inventors often wasted money without patent protections—anything developed could be copied by competitors immediately.

The explanation may lie in Enlightenment culture—a belief that progress was possible and worth pursuing even when immediate returns were negative. Joel Mokyr’s work documents this “culture of progress” in Britain and Scotland, where people believed “enlightenment is here and we can make great things happen.”


10. Status and Economic Behavior

Medieval wealth naturally converted to nobility—living from agricultural rents with minimal work, high status, and extensive leisure. The Industrial Revolution required a cultural shift where merchants and industrialists achieved comparable social status to landed aristocracy.

Competition in manufacturing, unlike land ownership, demands continuous innovation and investment.


11. Innovation as Strategic Surprise

Boyd’s framework suggests innovation creates competitive advantage by forcing opponents to react to obsolete information. Combining concepts from multiple domains produces genuinely novel approaches that confuse competitors.

A taxi company facing Uber required 12-18 months to formulate responses—during which the innovator consolidated advantages.


12. The Economics of Displacement

Predictions of mass technological unemployment consistently fail to account for price mechanisms:

  1. Displaced workers increase labor supply, lowering wages
  2. Reduced consumer purchasing power forces price reductions
  3. Companies initially profiting from automation face margin compression
  4. Equilibrium may feature similar living standards with lower nominal values

13. Technology’s Political Ambivalence

The 1990s consensus that information technology would spread liberal values proved naive. The same technologies enable both democratic participation and authoritarian surveillance. Outcomes depend on who controls implementation and what institutional structures govern deployment.


14. The Alignment Paradox

AI alignment presumes a target—but humans hold incompatible ethical systems, belief structures, and values. Any alignment effort necessarily embeds particular values, raising questions about whose values prevail and how disagreements are adjudicated.

What determines whether a technology reinforces or undermines existing power structures?

Is there a predictable relationship, or does outcome depend entirely on contingent factors of adoption and implementation? The cannon proved useless against Chinese dirt walls but revolutionary against European stone fortifications. Does this suggest technology is inherently neutral, awaiting contextual determination?


18. On Alignment Without Consensus

Can alignment be achieved without first achieving consensus on values?

If humans remain fundamentally misaligned, what does “aligned AI” even mean—and whose values should it reflect? The alignment community itself remains misaligned, with different practitioners pursuing different visions based on their own value systems.


19. On Cultures of Progress

Why do some societies develop cultures of progress while others do not?

What combination of material conditions, ideological frameworks, and social structures enables sustained innovation despite short-term irrationality? The Enlightenment belief that “we can make great things happen” preceded the Industrial Revolution—was it cause or consequence?


20. On Reversibility of Bureaucratic Expansion

Is bureaucratic expansion reversible?

If modern state power depends on enforcement infrastructure (telecommunications, transportation, professional police), what would reversal require—and is it desirable? The gendarmerie extended state power into the countryside; can this extension be undone?


21. On Revolution vs. Hype

What distinguishes genuine technological revolutions from hype cycles?

Given consistent failure to predict transformative impact—robotic process automation promised universal basic income necessity, quantum computing promised revolution—what epistemic stance should we adopt toward claims about AI’s revolutionary potential?


22. On Accelerationist Coherence

Does accelerationism represent a coherent philosophy or a contradiction?

Can one rationally work toward outcomes that destroy everything one values? If accelerationism offers adherents nothing—no transhumanist immortality, no enhanced existence—what motivates its proponents? Is it “people trying to bring about hell and having no problem with that”?
